Mix well and let sit for about 10 minutes,In a separate bowl, combine flour, cornstarch and baking powder.Coat wings in flour mixture then boil in oil until golden brown, about 5 minutes. turn wings over every 2 minutes or so for even cooking.Garnish with left over green onions.
